Dark Dizzy (real name: "Dark Necrobat") is the only one who was Maverick before the Sigma Virus spread, and he guards the Fuel Tank for the Shuttle. He flies about, sometimes teleports, and sends Batonton-like enemies at you. He doesn't like light, as his name implies, so hit him with F-Laser or C-Flasher.
