Can someone tell me about the character contests?

Mainly what I want to know is if there will be another one, and if so hopw to enter. but any other misc. info would be nice, such as past winners and such. Also, how do you contact CAPCOM? Anyway, I just really, really, would like to win one of those character contests :) I've already designed some robot masters, that I'm going to use in a fangame I'm working on (but won't be able to make significant progress till next year)

I don't know much of it, but past winners include all the 8 Robot Masters from Mega Man 2 to 7 and six of the eight in Mega Man 8 (Tengu and Astro are from Capcom). The 6 new bosses in Mega Man & Bass where designed by authors of Mega Man manga. In the Battle Network series, GateMan, KingMan, MistMan, BowlMan, KendoMan, LaserMan, VideoMan, CosmoMan, SwallowMan, FootMan, CircusMan, ElementMan, JudgeMan and ClockMan are all contest characters, and the Star Force series has Kung-Foo Kid and Moon Destroyer.
