Storm Owl ("Storm Fukuroul" in Japan) is one of the Repliforce, whom have been called Mavericks because of their yen for independence. When you encounter him in his airship, he will attack with various air weapons. X has an easier time using Aiming Laser (much easier with the Helmet Upgrade, as uncharged shots don't drain energy). Zero is another story, as he has very few shots with Rakuhouha.
