Substantiating Phantoms (実体化する幽霊 Jittaika suru yūrei) is the 22nd episode of Rockman.EXE Beast+. This episode marks the last time Raika is seen using Cross Fusion.

Raika and SearchMan participate in the testing of a new virus defending system in Sharo, but come across various Phantoms that appear to be like NetNavis they know. They are able to defeat them, but do not discover their why the fake Navis had been created.  

Summary[]

In Sharo Raika is traveling by snowmobile when he receives a call from Netto on his PET. Netto wonders how the older NetSaver is doing, since he has not seen him for a long time. He mentions that he heard from his father about Raika participating in a new program. Raika replies that he is on the way to do just that.

Netto then relates about the strange fake Navis around the world, and that the Ministry of Science was attempting to discover their true nature. He asks Raika to be careful, even though Sharo has as of yet not been affected by them. Netto then shows him a steamed meat bun that he has with him. However, Raika is not amused by the behavior. Raika then begins to move again, wondering about the Phantoms.

The net police chief of Sharo explains about the new virus defending system, which is to protect the missiles nearby. SearchMan is to act as an invader to test it out. An agent then jokes about the minimum power being used, since SearchMan is quite strong.

Raika sends his Navi into the system, and the guard Navis are released to defend against him. However, the Navis that appear look quite familiar, being that of Glide, GutsMan, Roll, and IceMan. SearchMan is able to defeat them easily.

Afterword, a stronger attack comes, after which two more familiar Navis are seen - Rockman and Blues, who say that they recognize SearchMan’s strong attacking abilities. SearchMan inquires why they are attacking, after which they reply that they would defeat him, then launch the missiles.

Raika becomes angry and calls Rockman on his PET, however, Rockman wonders what has happened. The chief mentions that Japan had told about the Phantoms before, and Raika knows that the Navis in the defending system are a fake. Raika uses a Giga Cannon Program Advance with SearchMan, but the Phantoms dodge the attack quite easily.

Phantom Rockman is easily able to hit SearchMan, knocking him to the floor of the Cyber World. He states that he has known SearchMan for a long time, and therefore, he also knows how he battles. After a scan, Raika comments that the Phantom seems to be like the real Rockman, and can also freely use battle chips.

The chief tells Raika of a last resort - plug out SearchMan from the system, and then it would be destroyed with the Phantoms still inside. They do that, but the Phantoms then appear outside the building. Raika asks the chief to request a Dimensional Area so that he can use Cross Fusion.

Outside, Phantom Rockman states that Raika does not want to give up, and Phantom Blues comments on him being Cross Fused. They engage in battle, but Phantom Blues destroys Raika’s Scope Gun, after which Raika summons a Samurai. The Phantoms ridicule his weapon choice. However, SearchMan then defends his operator, stating that Raika is a skilled swordsman, and so to not underestimate them.

Raika is able to hold his own for a bit with his fencing skills, and even lands some hits on Phantom Blues. He manages another hit, this time on Phantom Rockman, before being hit by another attack and landing in the snow. Phantom Rockman readies a powerful attack, but before he is able to use it, his and Phantom Blues’ data begins to break apart from where Raika had hit them. Raika watches as they disappear completely, and wonders why the Phantoms were created.
