The Keeper of Law (法の番人 Hō no Bannin) is the 16th episode of Rockman.EXE Beast+. It features the one-time appearance of Satoru Roppou and his NetNavi JudgeMan.EXE.
Synopsis[]
Satoru Roppo uses his NetNavi JudgeMan to deliberately arrest Navis over trivial mistakes in an attempt to have his NetNavi Punishment Law bill to be passed, Netto and Rockman manage to stop him with the help of Enzan and Blues.
Summary[]
The episode begins with a man at the bank uses his NetNavi to steal data in the cyberworld until JudgeMan caught the Navi with his Judgement Press attack. Later, Rockman and Blues found the thief Navi trapped in a sqaure card.
At court, the thief was sentences to 20 years in prison for data theft, much to his dismay. After the court was over, Rin Manabe conversates with Netto and Enzan until they saw Satoru Roppo walks out of the court and he mocks about NetSaviors, much to Netto's offense.
At nighttime in Roppo's office, Satoru was planning to use his NetNavi JudgeMan to arrest NetNavi in order for his NetNavi Punishment Law bill to be passed.
The next day at the city, Satoru tries to buy a soda from vending but the machine doesn't work, so he plugs JudgeMan into the machine to arrest the Navi (who runs the machine) for 'fraud', thus Satoru got the soda afterwards. Later on, Satoru went to a spree of using JudgeMan to arrest each Navis for their 'crimes'.
After the spree of arresting Navis, Satoru goes to the Maha Ichiban to eat there. At the resturant, Satoru orders an extra-spicy pork, then after eating the extra-spicy pork, Satoru had JudgeMan to arrest Dekao's Navi GutsMan offscreen.
Later, Netto plug Rockman into the cyberworld to encounter JudgeMan and battles against him. When Rockman couldn't able to destroy the giant book JudgeMan has spawned with his Rock Buster, but Blues suddenly appeared and slices the book in half, thus saving Rockman from JudgeMan's attack. Afterwards, Rockman and Blues teamed up to defeat JudgeMan.
After JudgeMan was defeated by Rockman and Blues, Satoru Roppo gets arrested by Rin Manabe for his actions. When Netto makes fun of him, Satoru angrily looks at Netto and Enzan and tells them two not to forget him. The episode ends.

- When Netto sends Rockman the Wide Sword, the Wide Sword is miscolored, using the Wide Blade's color instead.
- Rockman's Senshahou emerges from a flash of light, similar to how Navi's forearms became weapons in the first series.
