Okay, so, I've watched a lot of top ten lists on Mega Man weapons recently, and when I wasn't crying in the shower about how overrated Metal Blade was, I was simply scratching my head at Jewel Satellite ranking so high with Junk Shield almost nowhere to be seen.
Yes, I prefer Junk Shield. While certainly the less elegant of the two solutions, I much prefer this one in practicality. You see, Jewel Satellite, or JSA, is good for long stretches of weak enemies. This is true in the beginning of Skull Castle #1, the beginning of Concrete Man's stage, Some of Jewel Man's stage oddly enough, and some screens in Endless Attack.
Put simply, Capcom made sections for JSA to be used, which can make it less fun-- *COUGH COUGH MEGA MAN UNLIMITED COUGH* While this could be true of some cases in Junk Shield, or JSH, (like Cloud Man's level) there's not nearly as many cases. JSH is just stronger. It's more durable, it uses a bit less ammo, and it's super satisfying to hit something with the spews of junk that fly out in every which way.
It, like a lot of weapons in Mega Man VII, isn't screaming to be used. It's just there if and when you need it. Conquering a challenge by using a special weapon in Mega Man is only satisfying if it isn't supposed to be what you're using, or at least if it's not obvious.
But maybe you love JSA or I'm just overlooking something, and you want to argue with me for a change. That's okay.
Take care, -Ben.
