The "Weather Research Institute Stage" (気象研究所ステージ Kishō Kenkyūjo Sutēji),[1] also known as Cloud Man's Stage[2] and Cloud Man Stage,[3] is Cloud Man's stage in Mega Man 7, a weather research institute.
Description[]
Mega Man will start by doing simple platforming with Kaminari Kogoros and Tsuranattoris before reaching a Tel Tel. The Tel Tel will change the weather, depending on Mega Man shooting it. The first one will change to rain when Mega Man shoots it, and Mega Man has to to clear the gap, but the second, seen later in the level, will change the rain to snow if Mega Man shoots at it with a Freeze Cracker. The rain is just an effect, no pushing Mega Man back like in Toad Man Stage, but the Kaminari Kogoros will now shoot lightning. Mega Man eventually reaches the main gimmick after traversing cloud platforms, the invisible floors. If Mega Man made the weather snowy, then the platforms will be much easier to traverse as the snow will be on top of them. Mega Man will also find the "U" Plate if he takes a secret path on the invisible floors. Mega Man will then traverse an average air level with Boufoohs acting as a new Matasaburo. Proto Man can also be found in this stage, where he gives advice to Mega Man about finding hidden areas with certain weapons, like using a flame weapon in the woods.

Plate: Hidden above the area with invisible floors. Hitting the second Tel Tel with Freeze Cracker will make it easier to find the Plate, as the snow will cover the invisible floors.- Giant Bolt: Use Rush Search in a small area after the Sniper Joe 01.

Cloud Man's stage appeared in the Rockman 7 manga. While receiving maintenance inside Big Eddie after Burst Man's defeat, the weather became stormy and Roll informs Rockman that one of Dr. Wily's robots took over a weather research institute. At first Rockman has trouble passing by the area due to the rain and the robots protecting the area, but after remembering what Blues told him before and changing the weather to snow, he manages to progress without problems, also finding a Rush Plate and a giant screw. Rockman has a difficult battle against Cloud Man as his shots don't reach him and the rain Cloud Man creates keeps pushing him, but after Rockman tried Danger Wrap, he manages to defeat Cloud Man by continuously using the weapon. Afterwards Rockman returns to Big Eddie and gives the giant screw he found to Rightot, who gives several items for him in exchange and informs his next destination, a scrap plant.
