The "Weather Research Institute Stage" (気象研究所ステージ Kishō Kenkyūjo Sutēji),[1] also known as Cloud Man's Stage[2] and Cloud Man Stage,[3] is Cloud Man's stage in Mega Man 7, a weather research institute. At first the area has a normal weather, but after passing by the first Tel Tel, the weather will change to rain. If the second Tel Tel is hit with Freeze Cracker, the weather will change to snow. Proto Man can be found in the area, and he informs Mega Man that he can use his weapons to find hidden areas, like using a flame weapon in the woods.

  • U Plate - Hidden above the area with invisible floors. Hitting the second Tel Tel with Freeze Cracker will make it easier to find the Plate, as the snow will cover the invisible floors.

Cloud Man's stage appeared in the Rockman 7 manga. While receiving maintenance inside Big Eddie after Burst Man's defeat, the weather became stormy and Roll informs Rockman that one of Dr. Wily's robots took over a weather research institute. At first Rockman has trouble passing by the area due to the rain and the robots protecting the area, but after remembering what Blues told him before and changing the weather to snow, he manages to progress without problems, also finding a Rush Plate and a giant screw. Rockman has a difficult battle against Cloud Man as his shots don't reach him and the rain Cloud Man creates keeps pushing him, but after Rockman tried Danger Wrap, he manages to defeat Cloud Man by continuously using the weapon. Afterwards Rockman returns to Big Eddie and gives the giant screw he found to Rightot, who gives several items for him in exchange and informs his next destination, a scrap plant.
